Dear Friends and Supporters,

And so we come to the end of another year in the life of DCRSC.   It has been, as you all know, our special 10th Anniversary Year.   I would like to take this opportunity of thanking all of you who have helped to make it a special year.   Two years ago we seriously wondered whether we could carry on supporting asylum seekers and refugees in Plymouth, but with the support of our volunteers, Staff, Trustees and Funders, we have done so, and with some success as our financial situation is stronger than we had anticipated.

In 2010 DCRSC will become a Company Limited by Guarantee (as most charities are) and called DCRS Co. Ltd., I wonder how long it will take us to remember our new initials?   We may have new initials but we shall still be carrying out the work we have been doing for the last 10 years!

On behalf of the Board of Trustees, I would like to wish you all a safe and peaceful Christmas and the New Year.

EDITORIAL COMMENT

ONTENTS.   I do listen to the comments made about the Newsletter.   Really I do!   Some like a short newsletter, others prefer a longer version.   Some like to read it straight from their PC screen, others like to print it off and read it in bed!   It’s a case of some of the people some of the time...!   This edition is quite long.   As my health has been slowly picking up so I have managed to include items that I missed earlier in the year.   Because of the length of this edition I have introduced a List of Contents.   If reading this on-screen... simply click on one of the underlined links and you will be taken directly to that paragraph.   I hope it works for you.   Do please keep your comments coming in!   Ed.

CRSC WEBSITE.   Due to a technical fault we have had to move our website to http://dcrsc1.cfsites.org/.   This will mean that we'll have to change all the detail on our Headed Letters, Brochures, etc.   But we will do this in slow time... after we have changed the name of our Organisation... when we become a Private Limited Company.   If you do go to our old website...   http://dcrsc.cfsites.org/,   don't worry,... just click on the link on that page and you will be automatically transferred to the new site.   My apologies for any inconvenience caused.   Ed.

ISTRIBUTION.   We would like to publicise our monthly Newsletters far and wide.  Unfortunately, due to financial constraints and to avoid postal charges, we can only send copies to those on email.  A few spare copies will be available at the Reception Desk at DCRSC.  The layout is designed so that it can be printed back-to-back, so do please print off a copy and pass it to your friends.  If you are reading this and not already receiving a copy then please get in touch with the Editor.   Ed.

10TH ANNIVERSARY OF DCRSC

N UPDATE.   The Anniversary Year of DCRSC is now drawing to a close.   And what a year it has been!   It has been hard work but every opportunity has been taken to promote DCRSC within the community and to raise our profile.   We hope that we have achieved this.
DCRSC has received a fair amount of media coverage during the year and positive response, in particular with our Harvest Festival Appeal.   We are hoping that there will be further coverage in the press in due course.
So... What about the future of DCRSC?
We are am hoping that DCRSC will start the New Year, 2010, with a great hope for the future and continue providing practical support to Asylum Seekers and Refugees in our Community.
For my part, I would like to thank everyone who has supported this special year and have also supported me.

OARD OF TRUSTEES' MEETINGS.   A meeting was held on Friday, 27th November.   The next meeting has been scheduled for Thursday, 17th December..   Should anyone wish to have a particular matter discussed then please contact a Trustee of DSCRSC.

HRISTMAS GIFT WRAPPING.   We'll be needing volunteers to assist with the wrapping of Christmas presents for our Service Users.   It's been suggested that every Tuesday morning up to and including the 15sup be used for this purpose.   So... if you would like to give an hour of your time helping out please turn up at any time from 10 a.m. onwards.   Please contact Margaret S in the Centre for further information.

HRISTMAS / NEW YEAR OPENING TIMES.   Opening Times for the Centre over the festive week will be as follows:

Thursday, 24th December (Appointment Day):

Open for pre-booked appointments and Food Parcel collections only.

Friday, 25th December (Closed Day):

Monday, 28th December (Drop-In Day):

Tuesday, 29th December (Appointment Day):

LYMOUTH ASYLUM SEEKER & REFUGEE CONSORTIUM (PASRC).   PASRC was set up in order to provide a unified voice for three Asylum Seeker & Refugee organisations, namely DCRSC, START, and Refugees First.   The Consortium has regular meetings to discuss matters affecting us all, and has been essential in obtaining a Service Level Agreement with Plymouth City Council.   It provides a more powerful influence than if we acted separately, although we each retain our individuality.   For the coming year (starting in October) the Chair of the DCRSC Board of Trustees (Lorna Sewell) has taken the Chair of PASRC.   Next year it will be the turn of Refugees First.

The Consortium held a meeting on Monday, 9th November 2009.   It is not yet known when the next meeting has been scheduled for.   Should anyone wish to have further information please contact a Trustee of DSCRSC.

RIVATE LIMITED COMPANY.   On 1st January 2010 DCRSC will become a Private Company Limited by Guarantee, and will then be called Devon & Cornwall Refugee Support.   We will be dropping the word 'Council' as there are complications if we wish to continue using it.   In any case, the title 'DCRS' is less of a mouthful than DCRSC.   In terms of what we do, the way we work, and life in general at the Centre, there will be no change.   It is a legal thing which means broadly that should we run into financial difficulties the Trustees will not be liable for Meeting crippling debts.   All this will mean we will need to alter our Letter Heads and other documents and this will of course be done in due course.   Although rather tiresome, it is a move which brings us into line with the vast majority of other charities.

 Do you know the correct definition of an Asylum Seeker?

 Are you aware of any support and / or assistance given to Refugees and Asylum Seekers in the counties of Devon & Cornwall?

If you answered "No" to any of these questions, then DCRSC could help you to understand more about this topic.   Volunteers are available to give a PowerPoint Presentation to groups, no matter how large or small and no matter how close or far from Plymouth!   These presentations are free of charge and we would be only too happy to dispel some of the myths and rumours that surround Asylum Seekers and Refugees.   Please get in touch with the Editor in the first instance.

ALK & PRESENTATION TO AMNESTY INTERNATIONAL   –  SOUTH DEVON BRANCH.
Christine R., accompanied by Geoff R., gave a Talk / Presentation to the Amnesty International (South Devon) Group on Wednesday, 11th November at Totnes.   The attendance of the Group at this Talk was not large but the Presentation was very well received nevertheless, and Christine and Geoff were made very welcome!   Gosh!   What a night to travel, it was pouring with rain and we arrived rather bedraggled!   But hey!   It was worth it to raise the profile of DCRSC and to advise of our functions, and to dispel some of the myths and rumours surrounding Asylum Seekers and Refugees.

We speak to groups both large or small and no charge is made.

OLUNTEERS' MEETINGS.   The October meeting was held on Thursday, 26th November and the minutes are available in the Centre.   All volunteers are strongly encouraged to attend the January 2010 Meeting scheduled for 10 a.m. on Thursday, 28th January.   There will be no meeting in December.   Volunteers who find they are unable to attend should, as a matter of courtesy, inform our Volunteer Coordinator (Liz H.) prior to the meeting.

THE DCRSC CLOTHING STORE

R
EPORT.   We are so very grateful to all our supporters for the donations made to our Clothing Store.   It just comes rolling in!   The other day someone came in desperate for pillows.   Within five minutes a supporter came in with ten!   We also had a request from Penzance via Refugee Action and we were able to arrange a delivery that delighted the recipient and all the clothes fitted.   We are truly bursting at the seams and wishing for a bigger storage area.
Single and double duvets and pillows   (in good condition of course)   go very quickly so they are our greatest need at present.   Apart from these items and because we have a real storage problem we are asking supporters to withhold further donations until after Christmas and then to check with the Centre to see if we have the space.   We hope you will understand our dilemma.

THE DCRSC FOOD PROGRAMME

ROCHURE.   Our DCRSC Food Brochure has recently been updated and copies were emailed out to our Friends and Supporters in MS Word and PDF formats.   A downloadable colour copy of our Food Programme Brochure is available on our website at http://dcrsc1.cfsites.org/.   Please click on the DCRSC Leaflets Button in the left hand column.   It would be appreciated if you could pass these leaflets around so as to give them as much publicity as possible.   Thank You!   Ed.

HRISTMAS MINCE PIES.  The Editor has found a good recipe for this Christmas:

Christmas Mince Pies Ingredients:
 10oz plain flour
 2oz caster sugar
 6oz Butter
 2 egg yolks
 Cold Water

Method:
1.   Put flour, caster sugar, butter into food processor and mix until the consistency is like fine breadcrumbs.

2.   Add 2 egg yolks and mix and then add some cold water - a teaspoon at a time until you get the right consistency.   Use two teaspoons of water and the mixtures goes into a dough ball.

3.   Roll out the dough and cut circles for the base.

4.   Add in a teaspoon of mincemeat and then put a top of dough on the mince pie.

5.   Cook in a preheated oven 180C for 20 minutes.

OOD PARCELS.   As a result of the wonderful response to our Harvest Festival Appeal, we have been able to include some additional "Nice-to-Have" items in our Food Parcels.   These parcels are still being distributed at the same steady rate as previous months.   For more information please visit:

UNDING.   Application has been made to our Funder picture of coinsfor a continuing grant for the Food Programme.   Even though we have received these generous gifts, donations of food items are still required.   These can be collected if you are unable to get to our Centre.

IS FOOD.   We also had an unexpected bonus with a large donation of goodies, that was shared with other agencies in Plymouth, from a Charity called HIS Food.   A lorry with pallets full of tinned and packaged food was unloaded at a central location and we could help ourselves to what we required.   Needless to say our store is now full and the surplus is stored elsewhere on a temporary basis.   This has indeed helped our reserves of food and also our Food Programme Budget.

THE INTERNET SUITE

M
ONTHLY REPORT.   The Internet Suite continues to be in constant use (when supervisors are available) and Service Users have half-hour sessions, or longer if there is no queue.   The three computers are a great improvement on the previous ones, and provide the means by which contact can be maintained with home countries, news items listened to, national music played, or information on governmental websites accessed.   They are of vital importance and of great comfort to those far from home and their own familiar culture.   It is hoped that we shall obtain earphones for all three computers so that music can be listened to without disturbing the next door user.   In October there were 86 users for a total of 66 hours.

SUCCESS STORY   –  WELL... ALMOST!  We have managed to have arranged for one of our Service Users to attend a 10-week Basic Motor Mechanic's Course where he will be giving the chance to learn the basic skills required.   This should result in him being awarded a diploma for each stage of the course he attends (a total of 20 diplomas in all can be obtained).

NEVER-ENDINGSTORY!   Last year we related the awful reality of those service users who have nowhere to stay, due to untimely circumstances in their seeking sanctuary in the UK.

We see the same faces coming onto the Food Programme from one year to the next, whilst they wait for the UK government to recognise their need for protection.   Some find some members of their own community compassionate enough to allow them floor space to sleep, shared meals to sustain life and companionship when wandering the streets could be a 24/7 lifestyle.

In 2006 one of our Darfurian service users was granted a positive decision on his claim for asylum but the Home Office respondent challenged that by arguing that he could be safely returned to Khartoum.   That relief of knowing he was finally safe to live without fear brought joy that was suddenly and swiftly robbed away by the determination of the UK Border Agency to guard our borders and remove those who should not be here in the UK.

Last year the newspapers reported on one Sudanese who was returned to his country and was shot dead in his village soon after arrival.

Last month the UK government finally acknowledged the risks for those Darfurians returning to Khartoum and altered the guidelines provided to those who make decisions on these cases.

Last week a Solicitor hoping to represent our service user to challenge the delay in their recognition of his need to stay, waited in vain for his appointment to show because such is the deep disappointment that settled in his heart in 2006, he cannot face the prospect of going through the whole procedure again.

We have lost touch with him now.   Homeless and vulnerable, the agencies in our city that are there to provide shelter for the rough sleepers were helplessly denying this man a place of safety.
